On the left-hand side of your main dashboard page, there is a gray bar that runs up and down the screen. Click this bar to open the Tool tray. Navigate to and click the User Maintenance link to open the User Maintenance tool.

Note: The tools that you see are dependant on your user permissions. Your user needs permission to the User Maintenance tool in order to see and open it.
